I cannot load https://svrs.cbp.dhs.gov/ and have cleared caches, and disabled ipv6 etc.. Adding www prefix causes it to take longer before giving up.

I have windows 7, and I.E. 9, and Firefox 5. I cannot load https://svrs.cbp.dhs.gov/ with either. If I prefix with www it takes Firefox longer to give up.

This also happened with I.E. 9, was related to add ons. I disabled all of them and the site loads. However this did not work with Firefox and it remains a problem. I have disabled ipv6, cleared caches, and at this point given up.

Not at all. This is the one site that remains a problem. All others behave very well.
