Tools buttons (not tabs!) are on Toolbars. If you can't see a Toolbar, look in the Menu for your function.

If you don't have a menu, or a toolbar, use F10 or alt+v to make a menu appear. In that menu go to View|Toolbars and tick the checkboxes. Repeat for each Thunderbird window as necessary (e.g. Compose, Address Book, message read.)

However, I am not confident for you that you'll be able to import from OE. But I have my fingers crossed for you.

"Export the messages as .EML files and then use the ImportExportTools extension to import them. One way to export them is to drag and drop them from Outlook Express to a folder in Windows Explorer. The trial version of Outlook Express Repair also lets you export folders as .EML files."
