Can Firefox still play locally saved flash games inside of the browser?
I have not been able to play locally saved SWF files ever since update 20 (I have Firefox Beta/25 at the moment). My application options in Flash oclet-steam and Shockwave are both set to always ask (I have also tried to open with Firefox & Shockwave respective menu options), and for some reason the files open in IE 9. My OS is WIndows 7 Home Premium, but I doubt this has much effect on what I am asking for. In case you are in doubt, I can play flash in websites perfectly, but am having trouble playing flash (specifically video games) from my PC library/local system/offline.
EDIT: I have updated to Firefox 26

Try to delete the mimeTypes.rdf file in the Firefox profile folder to reset all file actions.

I take it you're trying to open the files by left-clicking them in Windows Explorer. If so,
- Right-click a SWF file and choose Open With, then Choose Default Program.
- From the list in the Open With window, select Firefox and check the box labeled "Always use the selected program to open this kind of file".
- Click the OK button.
Alternatively, you can simply drag and drop a SWF file onto the Firefox window.
In either case, the Shockwave Flash plug-in must be set to either "Always Activate" or "Ask to Activate" in the Add-ons Manager, Plugins section.
I did what you asked me to do and the problem is persistent. When I open (as well as drag) this URL/file (used for reference) file:///C:/Users/edited.edited-PC.000/Documents/Dell%20WebCam%20Central/Record%20Videos/Videos/CoC_0.8.2a1.swf into Firefox, I still get the prompt asking me whenever I want to save the file in Firefox (default), Firefox, or simply download the file. If I choose to open the file then the process repeats all over again for both Firefox options.
Yes, I am using Windows Explorer.
Have you double-checked that the Shockwave Flash plug-in is set to either "Always Activate" or "Ask to Activate" in the Add-ons Manager, Plugins section?
If it is, then check if the problem also occurs when running Firefox in Safe Mode. If the problem goes away in Safe Mode, one of your add-ons is probably to blame.

The chosen solution does not work for me.
