I have followed all the advice I found online to try and resolve the issue with no success so far.

I have turned off Enhanced Tracking Protection for the bank's web site and have added their URLs to the Cookie And Site Data exception list.

I also contacted the bank's tech support for their web site, but they were unable to help.

This was not a problem until I updated to the Firefox version that debuted Total Cookie Protection.

It sounds like the Enhanced Tracking Protection exception might not have extended to all the necessary sites. Can you spot any other sites in the address bar during the sign in process where you could also make an exception?

If you need to dial back cookie protection globally, you can use the "Custom" level of Tracking Protection and switch your cookie blocking back to the earlier behavior ("Cross site tracking cookies" which is limited to known tracking servers and various social media sites):
