Page Permissions - Blocked Cookies Is Allowed When Restart Firefox
Despite telling a webpage to BLOCK cookies, everytime i shutdown firefox and restart i see that the webpage is set back to its default of storing cookies.
Yes, i ve tried:
1. View Page Info
2. Permissions
3. Set Cookies > Block
I've also tried:
1. Options
2. Privacy & Security
3. Cookies & Site Data > Exceptions
4. Added my website and set it to BLOCK
When i restart firefox both of the aforementioned methods will reset. Meaning, under the Exceptions list the site I just added will be removed. As if the site I wanted to block was never added there before.
PLEASE be aware i already verified that History is set to "Remember History".

UPDATE
I was able to solve it myself. I played around and discovered if i deleted the following file (after shutting down Firefox):
C:\Users\<user name>\AppData\Roaming\Mozilla\Firefox\Profiles\<profile id>\permissions.sqlite
And then restarted Firefox, which recreated this deleted file, that my exceptions list would restore on restarts. Yay!
I figure this will work for other related issues involving saved configurations, not just un-saving cookie exceptions lists, as was my case.

So, in your case permissions.sqlite was corrupted.
Another possible cause is clearing Site Preferences.
- clearing "Site Preferences" clears exceptions for cookies, images, pop-up windows, and software installation and exceptions for password and other website specific data
