userChrome.css is something that is the user adds to firefox defaults to change the looks or setup. For userChrome you have to find sites that has those custom setting and then follow their instructions on how to add in the userChrome customization to match what your looking for.

Not that you can use policies to lock down specific features. userChrome.css can easily be bypassed via Firefox Safe Mode.
