Some sites work better for me with IE (e.g., Remote Desktop), others with Firefox (e.g., Gmail). I'd like a desktop icon that opens Remote Desktop with IE and one that opens Gmail with Firefox, regardless of my default browser setting.

Is there as way to specify the browser on an internet shortcut? Or, alternatively, is there a way to create an application shortcut for a browser that passes the URL as a parameter?

Create a desktop shortcut to a website

thank you

A normal internet shortcut opens the link in the default browser.
You can create a copy of the Firefox desktop shortcut and add the URL to the target line to open the link always in Firefox.

Click the icon on the left of the address bar (where the URL is shown). While still holding the mouse button down, move the pointer to the desktop, then release the mouse button. The shortcut will be created.

^:Note that's the same as what I suggested above, namely adding the URL to the desktop shortcut.
