Sorry, but if you want this level of control and lock-down then you need a business grade solution, probably with your own server and account management. You can't expect a regular email client to do all this.

I recall similar requests asking how to prevent employees from seeing the boss's password, and frankly, if that is the situation then it indicates that a business is using an account intended for personal (non-commercial) usage, and personal Internet and email accounts simply don't scale to serious business-grade usage.

I wish you luck in your search for a solution. I doubt you will find a free email package that offers these features. A personal email client puts control in the hands of the user, and a business grade solution will have a hefty price tag.
