AGAIN my dang bars switched out.
Several times now, I had my bars switch out on me.
It was: MENU BAR TOOL BAR BOOKMARK BAR ADDRESS BAR
It is now: menu bar address bar tool bar bookmark bar
I DESPISE THIS SETTING!!!!!!!!!!!!!! Why does it continuously change each update? Can't you just leave my dang bars the way they were set up for more than 15 years??????????
I have severe Asperger's, you're BADLY screwing my days up this way. It was pure horror to get them back, EACH TIME, as you (Firefox) figured to change it. DON'T MESS WITH MY BLOODY SETTINGS!!!!!!!!!! I can't work like this!!!!!!!!!!!!!
How do I fix it this time?
For crying out loud. Stop screwing with the settings, and gimme a hand here, please. How many times do I need to ask this?

On a side note, I had 4 posts about this topic. Where are they? They are missing from my question list in my account settings.
One had a solution which I went for first, but that one is is gone too.
Please do not give the userChrome.css idea as option, it does not work on my system. Tried it, even had a techy known with userChrome.css do this for me, no go.
Part 2: If looking for ded links, FF could do a ping to each (might take a few) and note those that do not respond, also showed in folders. Etc.
It could be an extension of the "Manage Bookmarks" tool, maybe a toggleable "Enhanced View" or so, that enables the additional functions. Actually, this might make a rational, logical and intuitive sense if it was indeed implemented in the "Manage Bookmarks" functionality. Why make a separate one if the base is there already? Easier to build and/or expand on that what is already in there. Saves time, resources, ... for the programmers AND the users … .
This would also prevent any corruption of the to-be reimported edited file, which seems to happen more than very much, often the case.

A reminder this is Firefox End User help not a support ticket on-demand help line-users on here provide help when they can if they can identify the problem or find out what is happening. For such help you need to provide screenshot of your layout so others reading can see and check their setup to see what is happening if anything. And userChrome.css isn't support in Firefox forum help that is something the css developer provides help on not for Firefox forum to provide help on.

If you want to communicate with someone who can change the software you need to use the 'ideas' site or file a bug report. Mozilla put the tabs bar at the top a long time ago and years ago also removed an old setting which enabled users to change that.
If you had the toolbars in a different order, you probably used userChrome.css. That is still available. Your reference to "Tool Bar" is unhelpful. You say you have 4 tool bars. They are probably the Title Bar, the Menu Bar, the Location Bar (aka nav bar) which contains the address bar and the Tabs Bar.

As for the Feedback, did this several times, no use. It is sad to see that a "company" such as Firefox does not have an actual help centre, nor email support.
More and more firms are taking down email support, some even never have given one, such as there be Google and subsidiaries, or Microsoft. This while the Search engine of Google and Youtube are a total mess, and Microsoft having serious issues with certain parts of Windows.
I get the impression, that all the Feedback ever send, is auto-dumped in the bin, as many issues are constantly addressed by users but never been addressed by the companies. Feels like a tool to keep folks busy, hoping, for something never to happen ... .

Worse, my toolbar VANISHED with it, entirely, unrecoverable.
There is a/are file(s) though, that brought back the bar AND restored the RIGHT order of my bars, from an old export. I wrote this solution in a reply, but that one OF COURSE is gone, so I can't remember which file(s) th(i)(e)s(e) w(as)(ere), from my old settings. :'(
Sure, it is an old backup, but seeing it worked (logical, it (is a)(are) PURE Firefox file(s), thus super compatible), I had posted this solution, killing of UserChrome.css need, as it is a Firefox made/owned/used file.
Hmmmm, maybe a UserChrome.css phreak deleted that reply? Would not be surprised seeing that these things happen in a continuity, everywhere. Pressing something needless forward, while the solution is in the original files ... .
That is, in this case ... if one has a(n) (really) old backup, of course ... like I do.

You can look at this forum response for CSS code in userChrome.css for Firefox 89+ to move the tabs to below the Navigation Toolbar.

TOOL BAR (holding, yes, the tools, or add-ons. Bookmark Bar (holding the BM folders). Tab Bar, or Navbar/Location Bar. As the TOOL BAR holds the, indeed so, tools ... or add-ons ... which are tools, I think?, it was logical to name it ... tool bar, I reckoned. Tab or Nav bar, the nav is through tabs, thus, tab bar. Seemed also logical. Didn't think of NavBar, good one there, Loc Bar then seemed a bot weird, as it sounded too much as LOCK Bar. Tad confuzzling to me, with my Asperger's brain.

I think, as I recognise your name, sir Cor-El, that it could have been you, trying 2, 3 hours to get it running through TeamView? Could that be?
Either way, it just refused to work for whatever reason.
Hence I had to deep-dive into the old settings files of my old Profile folder, and restore 1 or 2 files from it, which worked perfectly. But it was hell finding these ... .
Had a post with this solution, but that one is gone from my post list.
OH, important side note: My anger/frustration is NOT aimed at ANY a person, but the situation. I separate situations from the individual, knowing, even a murderer can be a darn good person, but been in a very very bad situation.

This is a official community support forum.
No company that has free to download and use web browsers provide one on one support by phone, chat or email as it would take far too much resources to have the call centres required even if they only cover say North America for example. Some may provide one on one support for Enterprise users who pay for it.
The company is Mozilla as Firefox in this case is the name of the desktop web browser (third one actually as it was Firebird and Phoenix in its early Releases.
Mozilla never had direct support by email or phone though they did experiment with third-party support options through email and phone a looooong time ago. There was for a short while some years ago a limited volunteer chat support here.

Love to pay for such a feat, though, sir. Since Feedback seems to run nowhere, considering the same issues (generally speaking, not this one per se) keep popping up all-over the net stating the did gave feedback/ideas, but ... with no result.
Same for me, sadly.
Time to deep-dive in my arcane Profile export, and look in the heap for the file(s) that will restore my bars in their proper location.
I will post the result here, as well as the files used, to help others with my or similar issue.
