Firefox ESR version not the same from downloads page if on windows server 2008

I tried this from FF ESR 38.6.0 and also before that update, I had tried from FF 38.5.2 (which was applied by downloading the latest version while using another OS, Windows 7 to be exact). I originally posted this question when I first experienced it while trying to download the ESR version while being logged on to one of my servers. I usually download it for distribution to all workstations, so it doesnt matter which OS I am on as long as I pick the proper OS under the FF downloads page. The browser that the server was using was the above mentioned, first it was 38.5.2, and now 38.6.0. Basically, I noticed that if I use any Mac OS 10.6.x-10.10.x or Windows 7 machine, the download link correctly displays the latest version of the ESR for Windows and correctly downloads the file version. But, once I go back to using IE or FF on the server running windows server 2008, the download link becomes the older version as you can see from the screenshots. I can only assume that the downloads page has a script that tries to determine which version of OS the user is running, and when it detects certain versions, it sends the user to the older version? Doesnt make sense.

Can anyone explain or test to see if they can also experience this?

This could be a problem with SHA-1 signing and the Windows Vista platform. I don't know if this effects that latest ESR versions as well. You would have to update manually to the latest version.

I can replicate that with your user agent on Linux (get 38.5.1esr).

Firefox releases on the CDN server.

So basically, people that want to download latest ESR versions and are on Windows Server platform (and Vista), have to visit the CDN server URL? This probably affects such a small amount of users that it is not worth fixing on Mozilla's end, but it's annoying that I cannot download the correct version from the download section while on my Windows Server unless I now visit that CDN URL.

If nothing can be done to alleviate this for whoever is out there using Windows Server and Vista platform, I guess we can close this problem.

You should be able to update the Firefox 38.5.1esr version to the latest version in the usual way via Help > About if you aren't offered the latest version via the official download page.

I have the preference locked in the mozilla.cfg file since I distribute this to all workstations and dont want hundreds of connections trying to update without administrative rights, so I dont get to see the updates from the firefox help menu, this is why I have to manually download the esr version from the downloads page.
