Error: SEC_ERROR_LIBRARY_FAILURE on all websites. Using Norton

FireFox and Norton are working OK on my desktop. I installed Norton on the laptop and have the above problem. It also says "Secure connection failed". Is there some setting I need to turn off? FF also changes the prefix from HTTP to HTTPS, and norton shows a message saying dmpopenh264.dll is OK. This message is not seen on the desktop

Someone from Norton found a way to fix it: Click on the 3 horizontal bars in upper right (Open Menu) Select ? Select Troubleshooting info Choose "Refresh"
