the file, edit, tools menus are not in the top left corner of my home page. Where are they?

Issue

I have another kind of problem with Firefox

Description

My home page starts at the top with "go forward /back", refresh, stop loading, home page, etc row. Shouldn't the file, edit, tools menus be above this row and if not where are they?
