I did the auto upgrade to 3.6.13 which did not complete. This has happened before so I went to the Mozilla site and downloaded the new version which would not load because it says computer must be restarted to complete a previous upgrade of Firefox. Now nothing works from Mozilla. I tried the bete 4 version which also will not work because there are no preferences.

It shouldn't be necessary to reboot the computer to complete an update.
If a reboot is needed then that usually means that some (security) software is blocking files or you need elevated (UAC) permissions.
Run the Firefox program once as Administrator (right-click: Run as Administrator).
If that doesn't help then do a clean reinstall.
Download a fresh copy of Firefox (http://www.mozilla.com/firefox/all.html) and do a reinstall of Firefox on top of the current version.
If that still causes the same problem then do a clean reinstall and remove the Firefox program folder.
