Why does Java content not work even though Firefox shows that it is being allowed?

Java version is 8u101 32 bit. Firefox is version 48, 32 bit. In addons, java is set to "ask to activate". When I go to www.java.com/en/download/installed8.jsp and I click vryfy, I get nothing. When I click on the icon in the left side of the address bar that looks like a lego brick, it say '"Java" is enabled on http://www.java.com.'

It appears to me that Firefox is silently blocking Java even though it is set to allow it. Has Mozilla followed Google's lead on disallowing Java or is there a way to fix this issue?

I can only speak to Windows, and Java still runs after I activate the plugin using the notification icon. I don't know why Mac would be different.
