Keyboard shortcut for opening a new window worked perfectly before 55.0.3, now it does NOTHING, why?? I can go to FILE and open new window (it even states the keyboard shortcut). and that will work

What Firefox locale (user interface language) do you use? What character is underlined in the File menu?

It is possible that the keyboard shortcut used in your locale is broken.
