What happens when you try to?

Maybe in edit mode it's just a placeholder and not a live HTML control -- maybe it only becomes live when you publish it?

Does not do any anything. I am expecting a file upload window to pop up. Strange thing it is working just fine if I save the sharepoint page

What I found is everything else like javascript works well in sharepoint edit mode inside mozilla. For e.g. I have a file download action it works fine both in saved page or edit page modes. My biggest concern is the file upload window works just fine both in saved and edit page modes inside chrome browser or the new edge based on chromium. I am not sure if I have to report this actually to Microsoft and look for a solution...

I kind of doubt Microsoft would be interested in this report. You can file a bug on the web compat site and see what they think: https://webcompat.com/
