I am noticing odd behavior in my browser where some folders pull down with a caret at the top and some don't. (Please see the very tops of the two attached screenshots, just below the menu bar.)

The caret appears to have no function: it does nothing. Can somebody explain what's going on and how I can eliminate carets?

That are scroll buttons that would normally only appear at the top and bottom of the list when the list is longer than fits on the screen. You hover a button to scroll the list. If they appear in other cases then it looks that the height isn't calculated correctly (e.g. the font might be larger).
