Missing Scroll Bar

While in the Preference/Search Engine mode, the Scroll Bar is not available to me, even if see it while expanding the page. I think I need to Scroll to the bottom of the screen to save any changes. Because the Scroll Bar is not available I do not think my search changes (from google to duck duck go) are saved, and when ever I bring up Firefox, the search engine is always google. I do I make a semi-perm change to the search engine?

Changes made on the Settings (about:preferences) page are applied instantly and there is no OK button. Only some popup windows like for the cookies (Cookies and Site Data: "Manage Data") have an OK (confirm button).

Don't you see the changes you made if you close and reopen about:preferences in a tab ?
