Top one inch of any web site is inactive, clicking mouse button on action word has no effect, how to fix that?

E.g. on this page if I put my arrow on "sign out", "in box" or "other applications" and click nothing happens but if I put it on "Firefox help" or "Forum" and click it directs/activates. It reacts the same fashion on all other websites. Am I making myself clear? An one inch dead zone?

Recently both the Yahoo! Toolbar extension and the Babylon extension have been reported to cause an issue like that. Disable or uninstall those add-ons.
