When clicking on "New Folder" to save a bookmark, it just edits the current folder instead of creating a new folder. This appears to be a bug.
Here's the steps I did that worked before, and the undesired results: - Clicked on the Bookmarks menu - Clicked on "Bookmark this page" - Clicked on the down arrow in the folder field - Clicked on "Choose" - Clicked on "New Folder"
- No new folder created.
- So, clicked on one of my folders - Clicked on "New Folder" again
- Here is just put the folder I had previously selected into edit mode.
I wish to have a new folder, not to change the name of an existing folder.
In counting that I have 13 folders, I see two named "New folder", so maybe it is more a problem with selecting the folder for editing than it is that the new folder wasn't created. Either way, it appears to still be a bug.

I followed the suggestion to turn off the Theme. Unsure if this resolved the problem or if restarting my computer (from hibernate) resolved it, but it appears to be working now ....
Except, it used to put the new folder name directly into Edit mode. A little annoying, but I can do this by just double clicking on the highlighted name.
I was able to turn my theme back on, and it is still working.

Start Firefox in Diagnose Firefox issues using Troubleshoot Mode to check if one of the extensions or if hardware acceleration is causing the problem (switch to the DEFAULT theme: Firefox (Tools) > Add-ons > Appearance/Themes).
- Don't make any changes on the Safe mode start window.

A possible cause is a problem with the file places.sqlite that stores the bookmarks and the history.
