When I use the keyboard shortcut SHIFT+CMD+Backspace to clear recent history, there is only the Firefox-Menu shown when the clear dialog is displayed. After that, when the dialog is dismissed, the menu items return, but the Tools menu stays highlighted. This is very annoying. This was not the case in FF 12 and before.

I'm not sure if this is new behavior.

You can try to remove the Firefox plist file (org.mozilla.firefox.plist).

Go to "~/Library/Preferences" and remove the plist file for Firefox (org.mozilla.firefox.plist)

Does this happen with other menu choices that open additional menu (such items have an ellipsis (…) next to them)?

Start Firefox in Diagnose Firefox issues using Troubleshoot Mode to check if one of the extensions or if hardware acceleration is causing the problem (switch to the DEFAULT theme: Firefox/Tools > Add-ons > Appearance/Themes).

Yes, it's the same behaviour, when using shortcut SHIFT+CMD+D to bookmark all tabs. This opens a small dialog to enter the folder name for the bookmarks. After that, the Bookmarks menu stays highlighted. (Tried in safe mode with default theme).

To clarify further, this is only the case when using keyboard shortcuts.
