How can I fix Version 24.5.0 (installed today), which cannont communicate with any external URLs or mail servers?

I am using Windows XP, v 5.1 w/ Service Pac 3 installed. Was running earlier version until automatic update at @1730 hours (EDT), April 30, 2014. After auto update to 24.5.0, the "What's New" tab has the note "The connection was refused when attempting to contact live.mozillamessaging.com." and when I try to access e-mail servers, I get a pop-up note "could not connect to mail server [e-mail address], connection was refused" on one account and it hangs trying to connect to "pop.secureserver.net" or the mail server for two other accounts. I have restarted with Add-Ons disabled and all the problems continue to exist. I can read the e-mails via my browser on the appropriate server, so I know it is not a server issue. Server settings for e-mail are correct according to e-mail service providers. How does this get fixed?
