The Privacy panel is one of the tabs in the Options window. You can find Options in the Tools menu (tap the Alt key or press F10 to see the Menu Bar). You can also find Options in the "3-bar" Firefox menu button drop-down list.

To see all History and Cookie settings, choose:

  • Tools > Options > Privacy > Firefox will: "Use custom settings for history"
