'approve' 'reject' button not displaying for approving group mail

I am a group administrator having rights to approve or reject group mail send by other users in our organization. But in thunder bird, I am not getting the option to approve or reject a group mail while I am forced to do this using web mail (chrome, Firefox, IE, etc.)

Is this some exchange or other groupware feature. It is not a part of any RFC compliant email system.
