If you use a desktop shortcut to start Firefox with a specific profile then you won't see the refresh button in most cases. You would have to use the Profile Manager to set the profile you use as the default or alternatively use the Profile Manager to create a new profile and transfer files yourself. This also makes it possible to switch back to the other profile in case you know how to fix it.
When you use the refresh feature in Firefox then a new profile is created and some personal data (bookmarks and history, form data, tabs) is automatically imported. The current profile folder will be moved to an "Old Firefox Data" folder on the desktop. Installed extensions and other customizations (toolbars, prefs) that you have made are lost and need to be redone.
It is possible to recover data from the "Old Firefox Data" folder on the desktop, but be cautious not to copy corrupted files to avoid carrying over problems.

The question mark on the bottom of the 3-button Menu Panel. If you hover the cursor over that question mark it will say "Open Help Menu".
And the Refresh feature is available only for the default Profile, so if you have more than one Profile you won't see Refresh if the Profile is not the Default Profile.
