Why can I not send attachments?

I am trying to send emails with attachments,not large 2.6 MB. The first time It says "failed due to time out" retry Next "there is an error saving to draft" retry Then "The message cannot be sent because the connection to outgoing server SMTP smtp.tiscali.co.uk timed out."
