Hi! I'm using firefox developer edition. I have disabled fonts on all sites through

Pereferences → Fonts & Colors → Advanced → Allow pages to choose their own fonts, instead of your selections above

After that I restarted firefox and fonts were disabled everywhere. I have since re-checked the box (enabling fonts again) and restarted firefox multiple times, but the sites' fonts are not being downloaded (checked with dev tools).

I have tried disabling all addons and the outcome is the same.

Is the problem limited to downloadable fonts? In other words, if a page says to use a built-in font Verdana instead of the default sans-serif font (usually Arial), does that work normally, the problem is only on sites like this one that specify using a downloadable font (in this case, Open Sans) instead of the Arial?

Two thing to check on downloadable fonts:

(A) Internal setting

(1) In a new tab, type or paste about:config in the address bar and press Enter/Return. Click the button promising to be careful or accepting the risk.

(2) In the search box above the list, type or paste down*font and pause while the list is filtered

(3) If the gfx.downloadable_fonts.enabled preference is bolded and "modified" or "user set" to false, double-click it to restore the default value of true

(B) NoScript

By default, NoScript blocks downloadable fonts on untrusted sites. However, you also can apply that to trusted sites, in which case you will need to unblock those objects using the NoScript menu on a case-by-case basis. I haven't seen the WebExtensions version of NoScript yet, but in the legacy version, in Options, there's an Embeddings tab with both of those checkboxes.

I marked this as solved but I'll explain my problem further anyway:

This only happened with downloadable fonts and even with noscript disabled. Toggling gfx.downloadable_fonts.enabled fixes the issue, but the checkbox on preferences does not actually toggle this preference.

At the moment I've re-checked the option (in preferences) but the value is not reflected in about:config. I've restarted the browser and this still is not reflected

Sorry if I gave the wrong impression. The checkbox in options/preferences does not directly disable font downloading. It causes Firefox to ignore downloadable fonts specified by sites. It is one of the possible "built-in" reasons you might not see those fonts, and the "gfx.downloadable_fonts.enabled" setting is the other reason. There is no checkbox to directly disable font downloading, only the about:config method.
