Russian government does try block Telegram app and block millions IP addresses in Russia Federation. Your IP address is banned too. Russian users can't get access to https://addons.mozilla.org because IP 35.164.143.57 is listed in black list RKN (you can check https://blocklist.rkn.gov.ru/ ). Please change IP address for this website then Russian users can get access to fire fox addons. Thanks you

How about this URL - https://addons.mozilla.org/ru/firefox/ - is that one blocked, too?

Now it works! but yesterday it doesn't open. I used different internet providers. It seems IP address was changed. It fixed the issue

Mozilla IP subnet is blocked in Russia, when Roskomnadzor try to block Telegram: http://isitblockedinrussia.com/?host=accounts.firefox.com

So it eventially may be blocked in any Russian provider :(
