Can I customize a new tab to be something other than blank or the default?

I really like my new window URL, but I only need to see it once a day. The blank page new tab is great for someone like me whose attention gets hijacked by interesting Pocket articles.

I have a link on my toolbar to a text scratchpad URL: data:text/html, <html contenteditable>

It's great for grocery lists, YouTube comments, etc. and if I really need to save the text it's no problem.

Is there a way to turn that URL into the default new tab URL?

the URL is not complete, the LT/GT tag bracket pair is how it should read

data:text/html, LThtml contenteditableGT

To load a local file or a website URL in a new tab, use this add-on called: New Tab Override

Do note that the selected local file will not auto-refresh its contents after you updated it until you re-select it again from within the extension's settings.
