Hi, do you mean which setting restores the tabs, or which one actually reloads their contents from the cache (if the page was cached)?

The setting to restore your previous session windows and tabs at startup is the first checkbox on the Settings/Preferences page.

After that, by default, Firefox will:

  • Auto-load the content of the active tab in each window (from cache if possible)
  • Auto-load the content of all pinned tabs even if they are not active (from cache if possible)
  • Defer loading the content of other tabs until you activate them
