How do I "lock in" a reduced screen size (that I made by dragging the screen edges) so that whenever I start FF the reduced screen size always appears?

Make sure that you do not start Firefox maximized. You can check that in the Properties of the (desktop) shortcut. Firefox should reopen with the window size with which it was closed the previous time.
