firefox cant upload files to 256 bit encrypted website

I have a secure file transfer website https://moogbroadreach.com When I set it to FIPS standards it forces browsers to use 256 bit encryption Firefox can upload & download files to this site in 128 bit mode but once it is at 256 bit encryption Firefox can download but not upload files.

    I have put the site back to 256 bit mode so you can test it....click here (go here) the passwird is - 123

It is a request to upload a file, try to upload a file over 50mb...FYI files in the KB size do upload

So far I have not seen any security changes to this in the security release notes: https://www.mozilla.org/security/know.../firefox.html
