How can I make the new tab page show automatically upon startup?

When I open a new tab, it brings me automatically to a page with thumbnails of my most frequently visited sites. I want to make this page show upon startup, but I can't figure out how. I've tried setting it to bring up home page, with the homepage set as "about:newtab". I've tried going to about:config and changing browser.startup.homepage to "about:newtab". Neither of these options have worked, they simply don't have an effect. Is there another way to make it happen?

What page opens if you start Firefox?

You can check for problems with the sessionstore.js file in the Firefox profile folder that stores session data. When sessionstore.js is deleted you lose App Tabs and Tab Groups and open tabs and you will have to recreate them, so if necessary make a note or bookmark them.
