I think in the last thread on this the user had to edit the Windows Registry (not on Windows 10, so I don't know if this is relevant): all .jpeg files save as .jpe files.

Windows 10 has various new dialogs for associating file extensions with content types. For all I know, the registry edit would still work, but I only use Windows 10 a hour here or there and couldn't say for sure.
