There's a constant voice on my samsung tablet that seems to be saying everything I do and reading the page I'm on or like reading out loud the internet Very annoying. Says things over and over again like "video player" or just random words. How do I turn that off?

Sounds like your talk back is enabled on your Samsung otherwise you need to look at it's setting for voice options.

You can use the Android settings app to disable it.

I took Talk Back off and even uninstalled the updates to it. I'm still getting a voice that talks no matter what I do or go on my Samsung 10.1 tablet. It talks about various things that don't even pertain to the pages I'm on. Mostly it says " video player", talks about health, crude oil prices, football. Like I said, it appears it's randomly searching the internet - OUT LOUD, without me doing anything. I can't watch Netflix because the voice intermittantly starts talking nonsense. I've tried everything on my settings that have to do with sound....nothing works. Any other suggestions.
