Why is Firefox Developer spawning processes but not launching?

I'm using Firefox Developer 71.0b7 (64-bit). When I click the icon to start the browser, it spawns about 50 processes but never launches. I have to kill the process in the Task Manager and start over. It rarely happens twice in a row.

Any ideas about what's happening? What can I try? Any logs I can read?

At launch it's now trying to open a lot of different browser windows, likely more than 100. Now on version 71.0b12.

If I wait until the desktop crashes and restarts, then I can right-click and "close all windows."

Any ideas how to fix my problem?
