How do I get the pop-up blocker warning sign back when I click something that involves another page?

In the location bar, type about:config and press Enter. Click on I'll be careful, I promise! In the resulting page, search for the preference privacy.popups.showBrowserMessage. Double-click on it, which should set the value to true.
where is the location bar?
