no "set up sync" under "tools". Trying to sync bookmarks to my phone

I am trying to sync my firefox browser with my smartphone. It says to click on "set up sync" under "tools". I don't show that choice under "tools". It just says "sync now", which does nothing. There is no "set up sync" anywhere.

Note that Sync already has been setup if you see "Sync Now" instead of "Set Up Sync" in the Tools menu or the Firefox menu if the menu bar is hidden.

It must be (Linux) Edit => Preferences => Sync (Firefox Button/Tools => Options => Sync in Windows)

Same problem but not using Linux (no Mac). Using XP and FireFox 24 (25 sucks). So what if Sync already has been setup and I don't remember doing it?

The only place I would sync to would be my laptop. If I choose "Set Up Sync" on the laptop, I am told to select "Pair a Device" and enter 3 sets of 4 characters each on my desktop. There is no "Pair a Device" option!
