How come everytime I open Firefox it is acting like a new install?

I have to import from IE every time, I ask it to open with my homepage, but get the tutorial page instead, it just won't keep my original settings from the initial install. I've even uninstalled and reinstalled today, but no fix. I've check for options and other settings but cannot seem to find the off switch. Feels like the movie 'Groundhog Day'. Help!

Did you install dip freeze or smiler type of software in your PC?

I installed Mozilla Firefox on several computers here at work to access some of our State websites. This issue is on every computer that I've installed your program on. I am not even familiar with dip freeze or similar types of software. That cannot be the issue. As I stated all I did was download the program from the official Mozilla website.

Please investigate this for me as it is very annoying - push the stop button already. Please!!!!!!!

It has been a week since I posted my first question. Is there an answer to why firefox is acting like a first time install? I have employees waiting for me to fix this for them. There are approximate 10 employees who are getting very frustrated. If you believe there may be a program creating this problem, please at least provide me with a list of them to look for. Thank you!

Are those all standard Firefox installations? Or are you working with roaming Profiles from a central server?

All standard installations. Went to each desktop, went through IE to Mozilla website. Selected download. There were 10 individual downloads and each one of them asks the same questions each time the employee opens the program.
