When I attempt to open an htm file in a Documents folder nothinf happens although it will open from "Open with" Microsoft Edge but not Firefox. :
I create web pages in Notepad and save them in a Documents folder. When I attempt to open them for testing by double clicking, nothing happens. If I try to open them using "Open with" Microsoft Edge they will open, but still will not "Open with" Firefox. This problem came in with my latest Firefox update. Firefox is and always has been my default browser.

Again, Firefox IS my default browser. It works fine when I'm on the Internet; however, when I attempt to open an htm file stored in Documents , nothing happens, no messages and no browser window. If I right click on the file and select "Open with" Firefox, nothing still happens. If I select Microsoft Edge in the "Open with" dropdown menu the page displays in the Edge browser. This works for me but why should I have to use Edge to do my testing? Something is definitely wrong with this recent update to Firefox.

Does anything show when you drag & drop the htm file into your Firefox window?
Also, can you try temporarily modifying your file extension to .html instead of .htm and see if Firefox responds differently?

Yes, the page shows, but this means that the browser window must be open. Clicking to open always opened the window.

Changing the extension had no effect.
With Firefox open try opening the files using the Firefox file menu option. Or Keyboard shortcut:
Alt + F, Ctrl + O
That should open a file picker.
Is Firefox possibly set to open in permanent Private Browsing mode (Always use Private Browsing mode; Never Remember History)?
Create a new profile to test if your current profile is causing the problem.

If the new profile works then you can transfer files from a previously used profile to the new profile, but be cautious not to copy corrupted files to avoid carrying over problems.
You can also check the related keys in the Windows Registry in HKEY_CLASSES_ROOT.
