Hey, Yes you can have 2 VPNs but you cannot use 2 VPN apps on the same device at the same time, one VPN connection will kill the other VPN connection.

It comes down to preference at times a certain VPN works fine other times it does not like speed fluctuations, not able to connect to certain websites etc. that is why a second VPN would come in handy.
