Facebook says I need to enable cookies in order to log in. I am using windows 8.1. I have followed all the steps in the support section and am still getting the same error message.

Just to confirm, you deleted all existing facebook.com cookies in case they are corrupted or inconsistent? If you haven't tried that, while viewing any page on the site, try either:
- right-click and choose View Page Info > Security > "View Cookies"
- Alt+t (open the classic Tools menu) > Page Info > Security > "View Cookies"
In the dialog that opens, you can remove the site's cookies individually.
Then try reloading the page to get fresh cookies set, and logging in again. Any improvement?
Are you accessing Firefox directly or through the Fiddler debugging proxy when this happens?
Note that your System Details list shows that you have a user.js file in the profile folder to initialize prefs each time Firefox starts.
The user.js file is only present if you or other software has created this file and normally it wouldn't be there. You can check its content with a plain text editor (right-click: Open with) if you didn't create this file yourself.
The user.js file is read each time Firefox is started and initializes preferences to the value specified in this file, so preferences set via user.js can only be changed temporarily for the current session.
You can delete possible user.js and numbered prefs-##.js files and rename (or delete) the prefs.js file to reset all prefs to the default value including prefs set via user.js and prefs that are no longer supported in the current Firefox release.
