I want to make a FireFox theme, but I don't want it to be available on the theme page for mozilla, I just want to use it personally. Firefox has, for a long time, promoted privacy. I don't know why I cannot create a firefox theme that is privately available and not posted anywhere. Is there a way to make one?

@Jscher2000 That is very helpful, thank you. Although I am not satisfied with it because I am unable to edit the background in a new tab. A quick check shows that even mozilla's primary theme creator cannot seem to do that. Thank you for the help, though.

I think in order to change the background color/image of the new tab page, you would need a full extension rather than a theme. There are some out there you could peek into if you like, for example:
