Why is my pref.js file locked everytime i restart firefox so my changed settings are unsaved?

I followed the steps in the unable to save preferences page, but I noticed EVERY time I exit and return to FF, my screen settings are NOT saved, and the pref.js file has the read only box checked even though I unlocked it when not running FF. I even deleted it at one time. I had nothing running that blocked the file. The only app that "might" do it is Kaperskis, and in that I had everything off pertaining to browser protection. I am running Windows 10 pro. Is there a windows setting that might block unlocking of the file?
