The settings tab that sends you to only lets you set up cloud sharing, but not change the default folder to get an attachment from when getting a file to attach to an outgoing email. Also, the unchangeable default is set to the thunderbird program folder, which seems like an odd choice.

I'm not sure there's a way to define a default folder for attaching files - TB opens the previously opened folder when you click the Attach icon. But it's possible to define 'favourite folders' with the AttachExtraTools add-on.
