Download Notification Never Completes, Even After Download Is Complete

I am running a new Galaxy S10 with the most up to date OS and Firefox. When I download anything, the download notification pulldown message pops up twice--the first one is correct and says completed when it's done, the second one never completes and I have to reboot my phone to get rid of it from the notification bar. When I download another item, the 'eternal' download transfers to the newest download, so I always have one download that it says is in progress, the last download I have done.
