Privacy options will not allow me to choose "use custom history" settings" - it always reverts back to "remember history"

A website states "There is a problem with your bookmark/favorite or cookie settings" - then provides steps in Firefox to correct the problem, i.e. set history to accept cookies and accept third-party cookies. I select "use custom history", select the proper cookie settings, click OK, and close the window. However, when I re-open the options window it's always reset to "remember history" and I can't access the website I want to use.

Choosing the "Use custom settings for history" setting doesn't make any changes to history and cookie settings.
Firefox shows the "Use custom settings for history" setting as an indication that at least one of the history and cookie settings is not the default to make you aware that changes were made.
If all History settings are default then the custom settings are hidden and you see "Firefox will: (Never) Remember History".
Never Remember History" means that Private Browsing is active and "Always use private browsing mode" gets a check mark.
