What do you mean that you can't get Firefox out of Safe mode?

Do you get the Safe mode start window or aren't you able to change settings permanently?

You mean like the "Getting Started" tool-tip as shown in the attached screenshot ??

That's a Firefox built-in feature.. atleast i don't know if its behavior can be altered..

You can only do that by disabling all tooltips (user interface and on web pages).
You can do that by setting the Boolean pref browser.chrome.toolbar_tips to false on the about:config page.

ok, now why do i get this for only one website? its a .gov site it is a javascript app error message.

[Exception... "An invalid or illegal string was specified" code: "12" nsresult: "0x8053000c (NS_ERROR_DOM_SYNTAX_ERR)" location: "chrome://plugin/content/jquery-1.4.2.min.js Line: 112"]

That error can be caused by an extension that isn't working properly.

Start Firefox in Diagnose Firefox issues using Troubleshoot Mode to check if one of the extensions or if hardware acceleration is causing the problem (switch to the DEFAULT theme: Firefox/Tools > Add-ons > Appearance/Themes).
