I remember previously that there was either an add-on or a feature of an add-on that would rotate the toolbar and tab buttons when you put your cursor over the button and I really liked this. Unfortunately, I don't recall the add-on or location for this feature (or if it is even still available somewhere in the land of the fox. If anybody can guide me to this particular feature or add-on, I would greatly appreciate it.

Nope. It wasn't a tab rotator. The add-on (or whatever it is) would make whatever toolbar button you put your cursor over spin. Also, if you put your cursor over a bookmark on your bookmarks toolbar, the icon for the bookmark would spin. I believe you could set it to rotate the icon 180 degrees or one other degree of rotation less than 180 degrees.
