Cannot access paypal because of "SSL_ERROR_RX_RECORD_TOO_LONG"

On my computer I am not able to access a specific website and that is paypal.com
I always get the same errors
In Firefox: Secure Connection Failed Error code: ssl_error_rx_record_too_long In Chrome: Secure Connection Failed Error code: ssl_error_rx_record_too_long In Internet Explorer: Error 404 In Opera: Secure Connection Failed Error code: ssl_error_rx_record_too_long In Safari: Error 404
This isn't a browser issue because nobody was able to help me at the mozilla support forums(Firefox is the main browser I use).Obviously there is something in my computer that is blocking me from using paypal.com I cleaned my registry. I ran a full PC scan with security essentials. I ran a deep scan with malwarebytes. I ran disk cleanup. I also checked with some commands in cmd.exe "ping paypal.com"- Packets: Sent=4 Received=4 Lost=0 "nslookup paypal.com"- Server:Unknown Address:My IP pops up I still can't access paypal.com It certainly has nothing to do with my internet,or IP because on another PC with the same internet connection paypal is accessible.
Any solution?
